Control of the police

October 2009, as reported in the Royal Gazette:
"Premier Ewart Brown wants
Government to have operational control of the Police service"
adding ""Constitutionally,
we are hamstrung. We control the purse strings but have little or no say in
how the fight is managed."
Really; a Government with
little say in policing? Unlikely. But what of the statement: "we
control the purse strings"?
There appears to be a
general lack of control over the purse strings in Bermuda. Two examples are
below -

It certainly appears the
Government should be working closer with the police, if only to open the
Government accounts and assist to trace the missing funds!
If Government control the
purse stings when it comes to tax payers money ... who is responsible for
the loss of the monies? Does anyone have a concern that passing
responsibility for the police to Government may be putting a fox in
charge of the chicken coop?
